    The Committee on Roads and Transportation moves to amend the title of the bill to read as follows: 

    “A BILL to amend and reenact §17A-3-14 of the Code of West Virginia, 1931, as amended, relating to authorizing the Division of Motor Vehicles to issue special registration license plates.”
